A Publisher is a user that has been assigned the "Publisher" permission level (see the "What are the different levels of access for users?" FAQ for more information on what a Publisher can do. Essentially, a user who is a publisher can do everything with respect to op doc management, they just can not handle account operations like upgrading, downgrading and creating or modifying users.
